According to the U.S. Food and Drug Administration (FDA), “Brokers (entry filers) can submit a weekly estimate for repetitive, high volume entries of low-risk products by estimating the amount of product that will be withdrawn from the FTZ and offered for consumption into the U.S. during the subsequent week. To do so requires a separate request to FDA for participation in WEF processes, and granting of this request. If the request is granted, entries filed under an FDA granted WEF request would not typically be subject to redelivery for sampling or examination by FDA.”

The FDA has the authority to determine what they consider to be “low risk” products, but some commodities that are utilizing WEF include, but are not limited to, the following:

  • Licensed biologics, including CBER regulated drugs and medical devices
  • Cosmetics
  • Human food and animal food
  • Tobacco
  • Human drugs and animal drugs
  • Medical devices
  • Radiological Health/Electronic Products 
  • Products must be compliant with all applicable FDA requirements.
